Scandinavian staging style will appear in the market after you have discovered a city with European as a desire style in neighborhood comps. Once available in the market, you will be able to exchange Hearts to unlock Scandinavian which is a Tier 1 skill in the European branch. Currently, this is the only way to unlock Scandinavian. Please note that you must have Scandinavian unlocked and brought up to level 4 in order to unlock Boho, the Tier 2 skill in European.
